Preheat oven to 350 degrees Fahrenheit and spray a 9x13 inch pan with nonstick cooking spray and set aside.
In a small bowl, whisk together ¼ cup all-purpose flour, ½ teaspoon kosher salt, ½ teaspoon garlic powder, ½ teaspoon onion powder, and ½ teaspoon black pepper.
Add the 12 ounces breakfast sausage casings removed to a skillet over medium-high heat, cook and crumble until no longer pink. Add the 2 tablespoons unsalted butter to the pan and melt. Whisk in the flour mixture and stir until coated.
Slowly add the 2 ½ cups whole milk and ½ cup whipping cream. Reduce the heat to low and simmer until the gravy has thickened.
Pour the gravy into the bottom of the prepared pan. Add the 1 tube Pillsbury Grand Biscuits* on top of the sausage and gravy mixture and bake for 20-30 minutes or until the biscuits are golden brown.
